Call for proposals: development of mobile application on sexual and reproductive health

Background

The Sexual Health and Empowerment (SHE) project seeks to empower women and girls to secure their sexual and reproductive health and rights (SRHR). It will improve knowledge and awareness of sexual reproductive health and rights, particularly among women and girls, including the prevention of gender-based violence (GBV); strengthen health systems and community structures to deliver rights-based comprehensive SRH information and services; and, improve the effectiveness and capacity of women’s rights organizations (WROs) and women’s movements to advance SRHR and prevent GBV.

As part of the SHE project, WGNRR is currently developing a range of media and knowledge products on SRHR, GBV, and women’s and girl’s rights, including several social media campaigns, a bi-annual publication, and a mobile application, among others. All media and knowledge products shall be created according to a rights-based framework that centers on the experiences of Filipino women and girls and considers their intersecting vulnerabilities.

SHE is undertaken with the financial support of the Government of Canada provided through Global Affairs Canada.

Objectives 

WGNRR seeks to partner with Philippine-based organizations or companies to develop a mobile application addressing the sexual and reproductive health (SRH) needs of young* Filipino women. The selected organization is expected to do market research and/or feasibility study to ensure that the application addresses existing SRH needs and considers barriers and facilitators in addressing such needs. Pilot testing shall also be conducted to ensure that the final product, the mobile application, shall be ready for use by the population segment identified.

Deliverables

  1. Attend online briefing orientation and levelling-off session on the project.
  2. Submit the final workplan and detailed budget and cost justifications.
  3. Submit the final research design of all studies to be conducted i.e. market research and/or feasibility testing one month prior to conduct for review.
  4. Submit for approval any correspondences and tools intended for the consumption of research subjects.
  5. Present the findings of the market research and/ or feasibility study.
  6. Develop the fully functional mobile application, backend and app design.
    1. The application should be compatible with Android and iOS devices, should be made available on Google Play and Apple Store for pilot participant download;
    1. The application should be able to produce back-end analytics on user demographics, user experience, and other relevant information, compliant with data privacy laws and other Philippine laws as regards collection of user information;
    1. The application should include ability to pull GPS location and other relevant paradata from user;
    1. The application should be able to send push notifications when new questions are available for pilot tester response.
  7. Develop application visual and brand identity and collaterals.
  8. Conduct pilot-testing with a representative sample of the population.
  9. Participate in ongoing meetings including workgroup calls, conference calls, webinars, or in-person meetings related to the project.
  10. Submit the final mobile application and a manual guide for deployment.
  11. Conduct training on deployment of the mobile application and ensure the capacity of WGNRR to update the mobile application independently.
  12. Develop sustainability and future development plan and recommendations for nationwide rollout and future development of the App.
  13. Provide bi-weekly updates on the general progress of the project.
  14. Submit financial documents for processing of any expenses to be incurred in the study within the original proposed budget.

Timeframe

All activities involved in the development of the mobile application must be undertaken from December 2020 – August 2021.

Budget 

Applicants must provide a detailed budget proposal with direct and indirect costs and cost justifications. The final award is contingent on approval of the selected contractor’s final budget proposal.

Eligibility

Applications are sought from groups or organizations, including but not limited to higher education institutions, nonprofit organizations, and public health agencies, or private consultants, with advanced knowledge and experience in sexual and reproductive health research, survey methodology, mobile application development, data security and management, and marketing and branding. Prior experience in managing similar projects is an advantage.

Individual consultants or working group members shall each provide a curriculum vitae and sample work demonstrating competence relevant to this call.

Proposals must include a workplan and budget based on the deliverables stated in this TOR, as well as a research design for market research and/or feasibility study.

Each application must submit all the requirements stated above with a statement of interest and experience not later than December 3, 2020 to office@wgnrr.org.
