Coming of Age Laws: Rights and Responsibilities of an Adolescent [Factsheet]

Coming of Age: My Rights and Responsibilities as an Adolescent is a youth-friendly booklet that provides adolescents with a clear understanding of their rights and responsibilities as they navigate the transition to adulthood. The publication features an accessible fact sheet and complementary annexes that explain Filipino minors’ access to Sexual and Reproductive Health and Rights (SRHR) in line with international human rights standards. It also breaks down key Philippine laws on criminal responsibility and how these impact the ability of minors to exercise their civil, political, economic, social, and cultural rights.

How It Was Developed
The strength of the Coming of Age booklet lies in its collaborative and participatory development process:
- Round Table Discussion held on June 3, 2025
Legal experts, child rights advocates, and SRHR activists reviewed the draft legal analysis and consent matrix. The session assessed the legal soundness of the material, checked alignment with both national and international human rights standards, identified gaps, and explored potential advocacy entry points. - Youth Consultation held on June 5, 2025
Young people were actively engaged to ensure that the language, tone, and visuals were youth-friendly. They reviewed the content on minors’ consent under Philippine law, provided feedback on clarity and accessibility, suggested which SRHR issues needed greater emphasis or simplification, and helped shape strategies for distributing the booklet effectively across youth networks.
This collaborative process ensured that the fact sheet is not only legally accurate but also youth-centered and responsive to the realities and needs of adolescents.
This initiative reflects WGNRR’s strong commitment to advancing youth-centered SRHR advocacy. By fully integrating youth perspectives into our programs, we continue to support and strengthen the capacity of youth-led and child rights organizations to push for justice and human rights. In partnership with IDEALS, Inc., and with support from the Center for Reproductive Rights, this effort ensures that adolescents are not only informed about their rights but are also empowered to claim them.
