Background

Since 2022, through the support of the Center for Reproductive Rights (CRR), WGNRR has been able to support youth-led and child rights organizations to raise key issues and priorities related to bodily autonomy in the context of sexual and reproductive health and rights (SRHR), and abortion. Starting from building their capacities on SRHR and engaging with human rights monitoring and review mechanisms such as the United Nations Convention on the Rights of the Child (UNCRC), young people were able to contribute and raise key issues on adolescent SRHR. The sustained engagement of youth-led and children’s rights organizations have resulted in widened opportunities for organizations to advocate for SRHR at the global level and seek accountability from the government.

Sustaining support for young people’s actions for SRHR is crucial to build on achievements gained and advance their rights. In line with the WGNRR 2023-2025 strategic plans which prioritize the full integration of youth perspectives and youth-specific issues into our work, WGNRR ensures that young people, especially young women, have the opportunity to lead SRHR actions and have their voices heard in decision-making processes. We continue to focus on strengthening capacities, supporting actions, and widening spaces for engagement for young people’s SRHR.

In partnership with CRR, WGNRR conducted research on consent-related laws involving minors. The research output will be transformed into a fact sheet. In line with this, WGNRR is seeking a consultant-writer to conduct validation workshops with WGNRR’s youth-led and child rights organization partners, and write the report based on the validation workshop outcomes.

Objectives

The primary objectives of this consultancy are:

  1. To support the development of the fact sheet on consent-related laws involving minors;
  2. To ensure the involvement of WGNRR’s youth-led and child rights organizations partners in the development of the fact sheet on consent-related laws involving minors; and,
  3. To produce a comprehensive report that can serve as the basis for the fact sheet on consent-related laws involving minors.

Scope of Work

  1. Review the research on consent-related laws involving minors;
  2. Design two validation workshops (online and in-person) about the research on consent-related laws involving minor, in consultation with WGNRR’s project focal, and to be participated by WGNRR’s youth-led and child rights organizations;
  3. Conduct the two validation workshops (online and in-person) about the research on consent-related laws involving minor, with support from WGNRR’s project focal;
  4. Analyze the outputs from the validation workshops and propose an outline to WGNRR for the comprehensive report; and,
  5. Write the comprehensive report with an executive summary, findings from the workshops, and other sections deemed necessary.

Deliverables

The consultant-writer is expected to deliver the following:

  • Online validation workshop on consent-related laws involving minors
  • In-person validation workshop on consent-related laws involving minors
  • Draft report: A draft report based on the outputs from the validation workshops and agreed outline
  • Final report: A final report incorporating comments from WGNRR and partners

Timeline

The consultant-writer is expected to work for approximately two months from the start date. Key milestones include:

  • Week 1: Kick-off meeting with WGNRR to outline expectations
  • Week 2: Submission of design and preparation for the online and in-person validation workshops on consent-related laws involving minors
  • Weeks 3-4: Conduct of online and in-person validation workshops on consent-related laws involving minors
  • Weeks 5-6: Drafting of report based on the outputs from the validation workshops and agreed outline
  • Week 7-8: Finalization of the comprehensive report incorporating comments from WGNRR and partners

Qualifications

The ideal candidate should possess:

  • Degree in social sciences, public health or a related field with a knowledge on sexual and reproductive health and rights.
  • Proven experience in writing reports or publications related to policy advocacy or human rights issues.
  • Strong analytical skills with experience in facilitation and research methodologies.

Cost and Payment Terms

The consultant-writer shall be provided with a gross fee of PHP 65,000 (Sixty-five thousand pesos only). WGNRR shall collect a withholding tax of 5% from gross cost deliverables, which shall be deducted immediately at every payment schedule.

Other costs

WGNRR cannot be held responsible for costs made by the Consultant-Writer that are not mentioned in this agreement.
