Job Summary
The role will include developing effective research, advocacy and communications strategies for advancing abortion rights in the Philippines; planning and delivery of capacity building activities with members and partners; and networking with partners globally, regionally and in the Philippines. This role typically requires a combination of project management, stakeholder engagement, and strategic planning skills, with a focus on ensuring that the organization’s global initiatives are implemented effectively and in alignment with its mission.
Key responsibilities
- Implementation of the programmes and implementation of WGNRR vision as detailed in strategic plan
- Support programme staff in the delivery of programme activities
- Together with the ED and programme team develop new funding proposals to enable the delivery of planned activities
- Develop and maintain donor relationships
- Programme Monitoring and Evaluation
- Engage the partners and stakeholders of WGNRR and PINSAN in ensuring WGNRR remains a relevant factor in the global women’s movement and in activism for women’s sexual and reproductive rights more specifically.
- Develop policy papers, position statements, fact sheets, background papers, briefing papers, and other content-related documents, in collaboration with the Communications Officer and PINSAN communications Team.
- Represent WGNRR at national and international conferences meetings and events
- Ideate and create new programmatic avenues with ED
- Have a strong background in health systems management, especially strengthening public health systems for increasing access to SRHR, particularly safe abortion.
- Should be rights based, maintain cordial and thriving relationships with all partners, stakeholders and team members.
Program Coordination and Management
- Oversee the planning, execution, and evaluation of global programs and initiatives.
- Ensure that programs align with the organization’s mission, goals, and donor requirements.
- Work with regional teams to monitor and manage project progress, budgets, and timelines.
- Coordinate program activities across different countries or regions to ensure consistency and impact.
- Develop and implement systems to track program performance and outcomes.
- Troubleshoot any issues or challenges that arise during program implementation.
Strategic Planning and Development
- Collaborate with senior management to develop and refine the global strategy for the organization.
- Identify new opportunities for program expansion or partnerships that can help further the WGNRR’s mission.
- Assist in developing proposals for new programs, including donor pitches and concept notes.
Team Leadership and Capacity Building
- Lead, mentor, and provide guidance to regional or country-based teams that implement programs.
- Ensure teams have the resources, training, and support they need to effectively implement programs.
- Foster a collaborative work environment and promote knowledge-sharing across the organization.
- Lead the development and implementation of the program’s MEL framework, ensuring it is effectively integrated into all project activities.
- Support staff in collecting data, tracking performance, and ensuring that MEL outcomes inform decision-making.
- Use MEL results to guide program improvements and provide actionable feedback to staff for continuous learning.
Monitoring, Evaluation, and Reporting
- Develop and implement monitoring and evaluation frameworks to assess the effectiveness and impact of programs.
- Conduct periodic reviews and assessments of global programs, adjusting strategies and interventions as necessary.
- Produce regular program reports for both internal stakeholders and external funders.
- Ensure compliance with international standards and local regulations.
Advocacy and Representation
- Represent the organization in international forums, conferences, and meetings.
- Advocate for global policy changes related to the WGNRR’s area of focus.
- Engage with external stakeholders, including governments, other WGNRR’s, and the private sector, to raise awareness of key issues and the organization’s work.
Budgeting and Financial Management
- Manage the financial aspects of global programs, ensuring that budgets are adhered to and funds are allocated efficiently.
- Work closely with finance teams to ensure proper financial reporting and accountability.
Donor Relationships and Reporting
- Oversee the preparation and timely submission of donor reports, ensuring that all financial and programmatic data is accurately reflected and aligned with donor expectations and requirements.
- Collaborate with the finance team to track project budgets, expenditures, and financial forecasts, ensuring that resources are allocated efficiently and in accordance with donor agreements.
- Ensure compliance with donor guidelines and organizational financial policies, identifying any financial risks or discrepancies and taking corrective actions when necessary.
- Maintain relationships with key donors, including international agencies, government bodies, and foundations.
- Provide regular reports and updates to donors and partners on program status and impact.
- Organize events or meetings with stakeholders to promote the organization’s work and secure funding.
Essential Personnel Specification
- Have a strong background in health systems management, especially strengthening public health systems for increasing access to SRHR, particularly safe abortion.
- Excellent knowledge of issues and the global actors/stakeholders
- Good understanding of the content and relationships between ICPD PoA, SDGs and Beijing Platform for Action
- Experience of working in an international NGO and of working in more than one country
- 5-6 years’ experience of direct line management of staff
- 3-4 year project management experience, including budget development
- Fundraising from international donors such as the EU
- Experience of developing and implementing M&E systems
- Ability to work independently and within a team
- Experience of working with grassroots organizations
- Excellent oral and written skills in English.
- Competent in Microsoft office suite
- Skills for motivating efficiency and productivity from participants in common projects.
- Good interpersonal, intercultural and social skills
- Based in Manila, Philippines is preferred, but this position is also open in Asia regions – with preference for the Philippines and India time zones.

Compensation
The Programme Coordinator – Global is a full-time position with an employee contract. The salary band for this position is PHP 75000-85000 / USD 1200-1400 / month plus health insurance benefits and is commensurate with experience & qualification.
