Terms of Reference: Consultant for a National Scoping Study on SRHR

Background

The Sexual Health and Empowerment (SHE) project seeks to empower women and girls to achieve their sexual and reproductive health and rights (SRHR). The project aims at improving the knowledge and awareness on SRHR, particularly among women and girls, including the prevention of gender-based violence (GBV); strengthening health systems and community structures to deliver rights-based comprehensive SRH information and services; and, improving the effectiveness and capacity of women’s rights organizations (WROs) and women’s movements to advance SRHR and prevent GBV.

As part of the SHE project, the Women’s Global Network for Reproductive Rights (WGNRR) organizes campaigns and capacity-building aimed at improving the ability of women’s rights organizations, among others, to advocate for SRHR. In line with this, WGNRR develops a range of media and knowledge products on SRHR, GBV, and women’s and girls’ rights, including several social media campaigns, publications, and a mobile application, among others. All activities and products as related to the project aim to forward a rights-based framework that centers on the experiences of Filipino women and girls and considers their intersecting vulnerabilities.

SHE is undertaken with the financial support of the Government of Canada provided through Global Affairs Canada.

Objective

WGNRR seeks a consultant to conduct a national scoping study to describe the approaches, actors, and salient issues on SRHR  in the Philippines. This study will influence WGNRR’s work towards ensuring that all our activities are relevant and useful for women’s rights organizations and all other organizations that wish to engage in SRHR advocacy.

Deliverables

  1. Attend online briefing orientation and leveling-off session on the study;
  2. Submit the draft review of related literature (RRL) using both academic and gray sources which will provide the background and context on the current landscape of SRHR advocacy in the Philippines;
  3. Submit final research design and tools for the mapping of approaches in addressing SRHR, actors, and salient issues;
  4. Submit the final draft of the national scoping study of at least thirty (30) pages, which includes the RRL, mapping, analysis, and insights; and
  5. Ensure reliable remote work and good coordination with WGNRR throughout the study.

Timeline

All activities involved in the drafting of the National Scoping Study on SRHR must be undertaken from November 2021 to January 2022.
